Broken plastic near steering wheel

I just noticed after I bought a car a broken plastic clip which holds plastic trim near steering wheel.

Need to verify if it was broken before the sale.

Has anyone seen this before?

Hi,

I'm not sure that's a broken piece of plastic. Looks to me too clean edges so it may be a moulded feature to allow access for a removal tool or for clearance.

It looks to me that the plastic cover that butts up against the dials, is bent down. It may be that if you just push with your thumb over the area where the "broken" part is, the cover may just pop up to hide this area, you can see it's not straight. If it does not pop up, then may need to push up from below but access would be hard, usually theres only a couple of screws connecting upper and lower sterring column covers, so you could remove them and see if your could reach this area with a screw driver to straighten.
 
No need to remove the cowl
Lower the wheel as far as it can go down using the knurled adjuster on the left of the cowl
You can then reach directly below the dislocated part
and press it back up.
If it doesn’t stay then back to seller or more dismantling
