The footwells are illuminated in mine (MY24) when main interior lights are on (doors open, etc), but not while driving. Door and console lights on all the time (when the headlights are on), I think.

Same for my MY23 (built Sep 2022). Footwells have white interior lights tied to the overhead light circuit, so only when that is active (e.g. when the doors are open).
I fitted these clear lights but you can also fit coloured and its a lot brighter. T10 LED Bulbs Car Canbus Error Free 26-SMD 501 W5W Bulb Various Colours Packs UK.
Yes the interior ambient lighting is rather underwhelming compared to modern standards. Additionally the configurable ambient lighting feature is rather half arsed because it only changes the colour of some parts of the interior lighting, while many parts remain ice blue so there's really no reason to change the default ice blue colour which anyway looks way much better than the other colours IMHO.
It's really easy to install some additional ambient lighting if you want though. I added some ice blue LED strips to the interior of the previous two Jags I had, years before that kind of feature became standard in most cars. The F-type's centre console is quite suitable for easily adding some LED strips and I toyed with the idea the other year but never got down to it. It's always also a bit hard to find the right balance so that it doesn't become too bright or tacky.
I was very underwhelmed with the F-Type’s ambient lighting despite being able to choose from the massive range of five colours
I’m not a fan of cool white LED’s inside cars for the ambient/courtesy lighting as it’s not very inviting, much preferring the warm white 2700K for its cosiness and welcoming hue. Cool white for the load space as it’s a functional area and you need to see what you’re looking for when rummaging around in there
