how to fix my headlights

If that’s on the outside of the glass it will come off. Try an all purpose cleaner and a microfibre towel. Even a scotchbrite scourer. Or even some cutting compound (used for paint) on a microfibre towel will probably do it.

If headlights are weathered from the outside, toothpaste should also help
 
Be careful what chemical you use... Some cleaners like acetone react with the polycarbonate lens and can cause micro cracking... better to use one of the kits for yellow headlights, that lightly sands the surface to remove the old clearcoat and uses polish to bring it back... You can get a body shop to re clear coat the headlights after that if you want...
