Yes, that's right. I assumed you were using Dynamic Mode due to the ride being so harsh over speed bumps etc. When you’re not in Dynamic Mode the suspension will be normal.
There are speed bumps on certain roads that I use in my area and apart from the usual annoyance of them, the 19 inch tyres on my car do not make the ride noticeably harsh. As mentioned earlier, they have a slightly higher profile than the 20 inch so in effect there’s a bit more cushioning with them.
The £400 you’ve been quoted for the 4 wheels refurb seems reasonable. Not sure if there’s a branch of the ‘Wheel Specialist’ near you but I’ve used them in my area and was very pleased, although they're a bit more expensive.
